It's helpful to have a car when you are moving out to France, so you can just pile all your stuff in the back and go. you will also of course save money on public transport and be the most popular person as all your new friends will be asking for lifts!
That said, public transport is excellent AND cheap in France, make sure you get a discounted young persons rail pass at the train station if you are planning on using the train a lot. I (and everyone else I lived with) managed just fine in France without. A girl I knew actually bought a car for cheap while she was there and then sold it at the end of the year, which was great because we used it to go skiing in the Alps, but I'm sure we would have managed fine without.
