Is it difficult to rent/buy a car for your year abroad?

I will be working in a small town near Milan, but I would really like to live in the city. It's not a great commute via public transport and would be really easy by car, but I'm not sure whether it's worth the hassle of trying to rent a car on a semi long-term basis. Has anyone done something similar?

    Renting is easy but expensive anywhere. There is useful information on buying a car in Italy here.

    I'm not sure about Italy, but I know in Spain that if you have been a citizen there for longer than 6 months, and want to rent a car, you have to take another driving test in that country or you can get a massive fine! (a friend of mine was fined 5000euro for driving without the proper license)
